i sold my mobile on ebay and said i would only post to uk, highest bidder is in delhi. i sent her an email checking she was in india and have had no reply, did not send her an invoice, sent second chance offer to next person down.
i think the 'winner' may be dodgy, only joined ebay today and obviously has a zero feedback rating.
what does anyone think? i automatically want to stay clear of anyone outside uk, but does anyone accept high bids even if they are international?
suppose P & P would have to be hiked up a bit, but do you think this person MAY be ok..should i send an invoice ....or should i hold out for the second chance offer? dont know what to do now....didnt expect it to be so complicated??!!??
any advice or suggestions welcome

No.you don't have to sell to anyone outside the areas/countries you specify in your auction.
If you've ever read any of the posts here giving their experience of African/ Indian / Asian country buyers.......you wouldn't even ask if you should sell to anyone from those places....the answer is a resounding NO..unless you want to lose your mobile and your cash.
It's a con........don't you think they sell mobiles in their country too???....would you buy a mobile from someone in India when there are literally 000's for sale in the UK???
Tell your Indian buyer that you only sell in the UK...as per your auction details ....and decline their bid.

The person who won was an obvious scammer, ie: joined on finishing day, from India.
What they do is they will bid say £1000.00 or something ridiculous (obviously you don't know because eBay only lists the final bid) just before the end, so they are guaranteed to win, then they tell the seller that they want it sent to Nigeria etc.
They do it this way because most sellers would not have a chance to cancel their bid in time. If you check on the winning bidder they will become NLARU in a day or two.
As you mentioned, I would contact the next highest "genuine" bidder, (one with good F/B) as you may be able to do a deal on a second chance bid.
This is happening a lot on eBay at the moment and it's always with high priced goods. . . . . . . . . . Laptops, Mobiles etc.
It is a right pain in the backside for the sellers who have to wait a week and file a NPB to get their fees back, hence the second chance offer.

You can refuse to sell it mate but make sure you set up a dispute with them so that after 10 days you can claim your money FVF back or else you'll be charged the high FVF off Ebay.Overdraft: PAID

Remember also to set your seller preferences so that people from countries you don't ship to can't bid.

I wouldn't send a parcel to India even if the buyer isn't a scammer. I have family in India and the majority of parcels I have sent them don't arrive. The customs/postal employees are apparantly a bit light-fingered!0

I too have had one of these e-mails today. I'm currently selling a high value Sony Ericsson mobile and had the following e-mail today:
Am interested in the immediate purchase of your item to my causin in africa who will be celebrating her birthday next week okay,i will be paying you via Bidpay or Postal Money Order okay so kindly get back to me with the condition,final asking price of the item and your full name and address of where the payment will be sent
to.
I also received an e-mail from E-Bay at the same time saying "E Bay Communication Partner Warning" and immediately, this "buyer" is no longer trading on e-bay (despite only registering today in India!).
Lucky escape me thinks - fortunately, my preferences are all set to UK only and I've put a note on the listing that I won't post anywhere but the UK and most certainly not to India/Africa.

thanks everyone for your advice. latest is i lodged a dispute thingy and in the meantime i got an email from ebay saying this person is NRU and consider the sale null and void. i sort of had anyway.
the second chance offer was not successful, so i have relisted ...didnt know whether i had to wait a certain no. of days to get the refund of final value fees...the email siad somewhere that i automatically get it refunded in cases like this...so i just wenat ahead today and put it back up for sale.0 -

Dear seller I am quite happy tobuy your item on ebay an i should make offer of 200GBP the payment via paypal and i will like to buy it as a gift for my son who is having hisgraduate in a week time in west Africa (Nigeria) and i will like you to do me the favor of shipping it to him on \my behalf as you can see i am presently in India on a business trip and i wont be back until 2 weeks so i will added 40GBP for the postage and i ll make the payment via my Paypal account. needless to say i've reported it. i have blocked anyone from outside uk, but this is getting beyond a joke now...WHERE DO THESE PEOPLE GET OFF?????
