I think that if he hasn't done so yet, he should put in writing that they can come and collect the extra fuel, but that he will not be held responsible if the new owners use it since he has given them ample opportunity to come and collect as soon as he became aware of their mistake.
I think that Shell will probably flog off the debt for about 10% of its value to a debt collector who will then take over harassing your father trying to get him to pay for something he doesn't owe, at which point your father will have to stand firm and send them letters to say: 1 - don't phone me, everything in writing, 2 - I don't owe you a penny, take me to court if you want and we'll see what a judge will say. If not, don't bother me again.0
