How to change DSS from one city to another>

I am on housing benefit and job seekers allowance, not the best i know, so i have seen a college course in another council area which i am keen to take as i have just finished a course where i am, so so next level. So i have been told that signing on for job seekers allowance in another area will be ok as they will have my details already, not sure how accurate this info was but anyway, how about changing DSS from one council to another, who would i contact about that?
