    The law sets down who is responsible for the council tax - you cannot get around this with a personnel agreement.
    Of course, personal agreements do not override legislation. But the agreement is STILL VALID despite the legislation. For the OP to be properly advised, BOTH points must be made.
    As I have already posted, the agreement is between the tenant and the landlord to argue over
    The Agreement has more standing than just 'something to argue over'. If you were communicating with the OP from your work role in Council Tax recovery, it might be fair to say that, because the Agreement is nothing to do with the council. So that sorts the issue between Council and tenant. But there is more to it and you owe it to the OP here to take off your council tax hat and acknowledge that the Agreement with the LL is valid, even if you wouldn't and shouldn't in your job.

    That has been accepted, right from the outset.. You should accept that the Agreement between OP and LL is valid

    Which is exactly what the previous posts have said - as a contract no one has said that the agreement cannot form a valid contract between the tenant and the L/L.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
