This is not a 'fail to stop' offence. The driver of the other vehicle is however committing an offence under Section 170 of the Road Traffic Act by failing to exchange details with you.

If you report the matter to the police stating that damage has been caused to your vehicle by another vehicle and that the other driver of that vehicle has refused details, then they will be obliged to complete an Accident Report Booklet.
Be prepared to provide all of your own vehicle documentation including the V5C registration document, certificate of insurance, MOT certificate, where required, and driving licence.

The police will not record the details of an RTC purely for insurance purposes. They will deal with your case on the merits of the incident. Different police forces will deal with these situations in different ways according to their RTC policy.

    Totally agree.

Give the police his reg number & let them deal with it. This person obviously doesnt know how serious it it (but mouch more likely has got away with it before or has no insurance/MOT/driving licence).

I have had this before with a hire company not giving the details over until the police threatened them with prosecution.
