Its disgusting that BT charge so much to flip a switch AND then tie you into a long contract just to add insult to injury....
It can be a lot more complicated than that though, which is part of why they have a fixed cost - if the line has been out of use for a while there is a chance it's no longer physically connected at some point, or has further damage that hasn't been spotted/repaired as it's not been in use.
The longer the line has been inactive the higher the chance it'll need an engineer to do work on it.
Hence the fee being fixed, in some cases it'll make the operator (BT) a profit (and may well even be just a case of flicking a switch as it were), and in some cases it'll probably not even cover the cost of the engineers time to reconnect (let alone any parts/equipment used if the engineer has to trace a damaged line to some point along it's entire run and repair it).
It's the same as any sort of fixed fee service call out, some cases will cost the company almost nothing, other cases might cost them much more than the fee they charge.0
