Do they have to back date money

Hi can someone please tel me do thames water have to back date the money they owe me.

I applied for a water meter in Aug. 08 they did not come around to assess my flat until feb 09.

I am unable to get a meter and will be on assessed housing charge but they have only back dated my bill from feb 09

I have since called up t w and got a very stroppy customer advisor who claimed it would only be backdated since they came around in feb .
Is this correct as 2 different T W advisors said it would be back dated fro when i applied in Aug. 08 i am very confused and do not know who to belive .....

    I Have just spoken to someone else from T W and have now been told they have 3 months to come and assess your property if they do not come in that time they then back date the money they owe you , so they are now going to back date my refund from nov 08 instead of feb 09.

    I will have to wait and see !

    Also anyone who is on an assessed water bill and lives on there own please note from April 09 they are changing the charge so you can have a lower rate for a single occupancy which works out £165 please see thames water website assessed water bills .

    Hope this helps you single people out there !

    OP that happened to me.

    I suggest you contact Thames Water on the telephone. Make sure you have a note pad handy when you contact them and take down:
    1. The name of the customer service advisor
    2. The time and date of your phone call

    If Thames water refuses to move the billing period back to Aug 08 and issue you a refund in the form of a cheque then contact Thames Water in writing (use email) and make a formal complaint. http://www.thameswater.co.uk/cps/rde/xchg/SID-D76594F4-5F61F68A/corp/hs.xsl/3022.htm

    When they ignore your complaint and/or refuse to give you a cheque back complain via this website http://www.ccwater.org.uk/
    I'm not cynical I'm realistic :p

    Thanks for that will let you know how i get on . I will just be happy if they back date it till nov 08 .
