Literally left the vehicle to pick up kids, and came back to see the warden who issued the ticket.
I was wondering if the ticket was legally served.

More details are needed, where were you parked, any signs etc.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

There was a sign saying pay at meter or display residents permit. It was at St Leonard's in Kingston. It was parked in a marked bay.0

The wording on the signs (and even the layout of the signs) and the lines around the bay are important too.
You will need to post up pics of both.0 -
You may be able to claim an exemption due to boarding and possibly loading if you had to collect heavy or baulky items. However, you will need to be able to explain why it took more than 5 minutes. If you collected the children from somewhere then try and get letters from witnesses confirming that you parked solely to pick up your children.
Be aware that no other unrelated activity will be accepted such as stopping to chat or put on coats etc.0 -

completely the wrong advise you cannot be loading/unloading in a permit/shared use bay!! you can be collecting the visitor permit though

Maybe you could check yourself on that? How would you possibly know the full details of the TMO? there is certainly no such blanket restriction.
loading is permitted along the entire length of my road, most of which is shared use.

Neil B is completely correct, it will depend on the exemptions given within the TMO or TRO.
There are many authorities that do permit loading and unloading within resident bays. Particularly in student areas where they need to park to load or unload when transferring residence which is a frequent event in student areas.

following current TMA rules which all councils should follow no loading

Please post away.. any relevent TMO - TRO info im sure will come in handy for a ticket issued under TMA 2004 which is a completely different legislation.
The ticket is valid saying that the person was un/loading people boxes or the like will not help this matter at all... possible way around (i was getting a visitor permit from and elderly person and they took ages to answer door??) the car had a obs period of 5 minutes and no evidence of getting permit/loading/p+d was evident . sorry hope the council see's you as a first timer and we will let you off this time0
