I seem to recall other retailers have a similar policy - they claim that they need notifying of any items missing from deliveries within 14 days (including Mobileshop who have a good reputation) and this includes vouchers. Carphone Warehouse doesn't require vouchers, The Link and e2save have theirs online.
On saying that, it doesn't help your situation. Are you sure that these vouchers were not included - when I had my deal with them last year, there were three pages, the invoice/letter and the third page was the vouchers, all on the same letterheaded/ watermarked paper. It took me a number of read throughs to spot them. Looking through their website, it says the vouchers will be included in your welcome pack - but it is not clear whether this comes with the phone or later by post. I feel sure that it used to have more details about cashback in their t&cs but I cannot see it now.
Given comments on various threads, the following on the OSPS website always seems ironic :One Stop Phone Shop believe that buying your next mobile phone should be a hassle free experience.

At quidco mine has been sent to the mobilehop since mid of August 2005 and still showing "sent to merchant" status.
quidco statistics also show very lengthy period of waiting for payments at mobileshop.0 -
the most ludicrous thing is it says on the cashback vouchers 'If you have not recieved these vouchers please request them within 14 days' or something to that effect. How do you know to request them when the only piece of paper which tells you to request them is the piece of paper you haven't got! Luckily i got forms with another order so knew the drill and contacted them straight away, however the forms still haven't come..apparently their cashback department is overwhelmed! I wonder why!! they probably 'forget' to send them to everybody !!! It doesn't bode well for us if its this much hassle just trying to get the forms never mind the actual money!0

I got some vouchers and don't think they have an account number on (will check for you if you want) so you could do as another poster has suggested and order 2 more and just cancel and return within 14 days, but be very careful as no doubt this has potential to go wrong!2p off is still 2p off!0

the_tired_one if I were you I would do as the others have said, Order another phone, they may not sell you another so get someone else to do it maybe your husband.
As its an internet order you have 14 days to return it and it wont cost you/them anything. Just return the phone and keep the paperwork.
There must be someone who will help you out and place an order brother/sister or other relative.
The forms are just blank and you write the mobile number and account number on it..0 -

Just received a phone from them today and the info on the gift redemption certificate contradicts that above " photocopies and faxes are not acceptable".
Goodness knows how the Op was supposed to know about the 14 day rule too as that 14 day statement is printed on the reverse of the claim form she didn't receive!0 -

Check the T&C but they should not, the distance selling act is there to protect you and provide you with a cooling off period..0 -

Here you go, its 7 days not 14:
from their T&C's:If you are entitled to cancel this Agreement pursuant to the Consumer Protection (Distance Selling) Regulations 2000, you may do so at any time up to 7 working days after receiving the Mobile Phone. This is the “7 Day Peace of Mind Guarantee”. This means that as long as you notify us of such cancellation by calling us on 0845 456 7878 or emailing us at [email="help@onestopphoneshop.co.uk"]help@onestopphoneshop.co.uk[/email] and return your Equipment (together with any accessories included in the price of your Equipment as set out on our website) to us undamaged, with proof of purchase
OK it will cost you a special delivery return of the phone (about £10) but it solves your problem, you now just need a helpful relative.
PS Don't ativate sim on new phone as it says this:Please note that even though you may be able to cancel this Agreement pursuant to this Clause, you may not be permitted to cancel your nominated network contract under the terms thereof..0 -

Yes exactly, how bizzare.
These companies are seeking to confuse with their onerous terms and the courts will look sceptically at any such company. Clearly they are seeking to avoid payment of the cashbacks and they are employing ever more devious ploys in order to do so. Why does the company need to have vouchers sent to it anyway? Surely they know who bought what and when, and at what cost an by which terms? They can verify this from their own invoice detail.
In my view a court looking at this case would determine that the contract was voidable due to the fact that it has been "frustrated" by the non provision of the vouchers by the company concerned.0
