    Well, if he's a gas engineer, and says it shouldn't, pay him to fix it then.
  • When the heating is on the boiler is already primed with heat, so consequently the hot water demand is met quicker,than when starting from cold.

    As usual the make and model of boiler is not known , so how can the question be answered accurately? The OP didn't answer the question as to the time difference between c/h on and off.
