Unadopted road + blocked road drain

My daughter lives in a small road that is unadopted by the council. It has no tarmac (just pot holes etc!!), no street lighting, no proper pavement. Outside her house is a road drain for rainwater from the road. It is blocked up with rubbish and stones etc. Whose responsibility is it to clear it. Would it be the water board ?

The local council is responsible if its on a maintained road, as its unadopted I'm not sure , possibly the residents.0

If its an unadopted road you are probably lucky to have a rainwater drain at all. My parents used to live on one and everything falls to the residents. Also it used to be the case that for a road to remain 'private' which most unadopted roads are, it needs to be clsoed to all but residents for 24hrs every year(?) otherwsie it becomes a public highway.IT Consultant in the utilities industry specialising in the retail electricity market.

hi i work for water company, if the road is unadopted it is usually the council responsible, if the prop is 2 years old or under it is the builders responsibility, the council are always responsible for the gutters/gullies by the road if they are full of rubbish0
