Help required please from RAF pay/allowances peeps

Hi there
This appears on the 'Claim what you are owed' thread but I am posting it separately here in the hope that someone may be able to help.
Could anyone tell me if this is recognised by the RAF as well as the Army?
If so, could anyone provide me with further info? JS Form JPA E003 has been completed but the pay office here have said they can find nothing to say this benefit should be paid (by the RAF)
Does anyone know if there is an RAF equivalent to PAM Part 2 etc (see above) ie: an RAF definition of a disabled spouse or anything else that should be quoted in order for the 25% discount to be claimed.

The overacrching reference is:

Chapter 9
Section 6 "Contributions in leiu of council tax"
Para 09.0608 lists the eligibility for discounts.
At first glance the rules laid down here would preclude most disabled spouses from receiving the 25% discount, however the application form:
JS Form JPA E003 - Claim for Council Tax 25% Single Householder Discount, does list an additional box on the bottom, "Disabled spouse (as defined by Single Service Regulations)".
My pay office was unable to help with substantiating where this definition is listed and the form offers no references :mad:, however i have now eventually found it:j:
PAM Part 2 - Regular Army Administrative Procedures (V3.0) Army Code 63791
Chapter 5 - Pay Documentation
Section 7 - Refunds / Rebates and Compensation
Para 02.05311 Disabled Spouse. "A disabled spouse is one who is in receipt of a disability allowance, or able to prove his/her incapacity to work for 28 weeks."

Im in the raf, and i know a few people that live on there own pay 75% council tax.
Unsure about this though, im sure someone will be around.
Have you tried PSF.? Thats if they are not shut for training or so..

Yep, the correct forms have been submitted to PSF (or whatever they're calling themselves these days) and the Chief Clerk has chucked the claim out saying it's not possible for the RAF

I am assuming you have shown the Chief Clerk the reference in the JSP?
Which is exactly that, Joint Service Publication. The Chief Clerk should resolve this, if he is sloping shoulders ask to see his OC, that might prompt a result !
Some Units also have a Stn Commanders Forum on the Intranet, ask the question there, and see what the Stn Cdr says....nothing like a bit of peer pressure to get a result.0 -
It is definately the same for RAF, your clerk just can't be bothered to look hard enough, i would go over his head, also phone the 0800 number for JPA aswell.
Don't give up, and they have to back pay it aswell0 -

You need to look at..
JSP 754
Chapter 9
Section 6
CONTRIBUTIONS IN LIEU OF COUNCIL TAX
Assuming you have access to the intranet in work.Do the following...
Click Defense, then Publications, Then JSP's, from there select JSP 700-749, then JSP 754. Then open the 9.1MB document file, and find the above chapter.
I dont like to copy things from the JSP's, as they get updated all the time so stail information would be out there.Another way is to search for JSP 754 in google, but this probably wont be the version i have online today.

Thank you for replying again.
Yes, we have done all that - my OH has referred the Chief Clerk to exactly that and filled in the appropriate JPA form and has been told that its a 'no-go' and only applicable to the Army.
I am really hoping that some extra info from strong96 later today will help with this, and when we get to the bottom of it I will post exact details on here to help anyone else who finds themselves in this situation.
If we need to go above the Chief Clerk to sort this out then so be it, but we would rather give them one last chance to sort it out first.0
