Going through the NPB process will get your final value fees back but not your listing fees.
If you relist the same auction *and* it sells the second time then you can get your second set of basic listing fees back. However, all th eupgrades, featured auction and such like are lost.
The payment method doesn't seem to be the problem here either as the buyer has just refused to pay.
