Take the turning for De Panne (I think) or Plopsaland (!)
Don't go over the blue bridge, take the next turning off the roudabout and there's loads of tobacco shops. Not just the ones on the main drag but loads off side streets too near the petrol stationI haven't got one!0 -

Yes he will need a passport to go over to France although you don't need one for France-Belgium border crossing
