Abusive thread hijackers

Just exactly what do you have to do to get rid of them? I'm finding that three individuals in particular are abusive and slanderous to members, simply because they disagree strongly with their opinion.
Increasingly, they'll post in threads that they have no interest in, but post purely with the purpose of abusing the person they have dislike for.
How can this be allowed?

Report them to the abuse team?
Put them on your "ignore" list so you don't have to read their posts?
