I doubt that very much. There are so many more English notes than Scottish ones there is almost certainly going to be more fake ones. It may, however, have something to do with the fact that English shopkeepers are less familiar with Scottish notes and are therefore much less certain which are fake and which are not.0 -

Indeed, due to the amounts of notes in circulation, there will be more English counterfit notes than Scottish. However, proportianally it may well be the case that there are more fake Scottish notes around. They are (or were) easier to forge than the latest issue English notes, although with new Scottish notes entering circulation this may well change that. As you said, cashier unfamiliarity is another reason.
As has been said on this thread; "legal tender" means very little today, nobody is legally obliged to accept Scottish notes, and while you may find some trouble in some outlets, most big chains will not have a problem (the exception being £1 notes as they haven't been around in England since the 1980's)0
