There are two sorts of special delivery bags and several post offices, mine included only carry the ones you have to pay for. The free ones are meant to be taken back, weighed and the correct amout of postage for special delivery paid. The charged for ones are pre paid up to a certain weight, so you just take them in get the receipt part on the silver ticket stamped and that is it.

My one post office always has a selection of different sizes on a shelf for people to help themselves, my other post office gives me them in full packs of about 25 if i ask for them.
The confusion might be as already suggested that some are prepaid with the postage whilst the type i get are to be weighed and paid for when posting.WHOOOOSHHHHHHHHH……..

Ah
The post office I use is only a small one, maybe I will try one in the supermarket (Which is closing down in May!) and see if they have any freebies0
