If O2 also made promises about the level of that service, again it's their responsibility, not BT's.

You are missing my point::- 02 would not give "promises", ie; contractually commit themselves to a level of service that they have no control over. I doubt very much if ANY ISP gives a "guaranteed" level of service.
I never said that the level of service provided to the OP was BT's responsibility; What I did say was that the state of the infrastructure was BT's responsibility - no third party (O2) would take on that responsibility from BT without massive financial guarantees.

If I buy a TV from a retailer and it goes wrong, it's the retailer that's responsible, not the manufacturer. If the retailer sells said TV as having a particular feature and one's decision to purchase is based on that reported feature and it doesn't have it, it's again their fault, not the manufacturer's

You are not comparing like with like. Your comparison would be valid if the TV retailer guaranteed that you would be able to receive every channel available for 24 hrs a day with no breaks in service.
He is then dependent on the BBC, ITV, Ch5 etc, etc, and certainly wouldn't give that sort of "promise". How about "up to 24 hrs a day" ? :D
