Paid via PAYPAL, not got item.. can't contact sell

Won an item on eBay UK.
Paid him through PAYPAL.
Got payment receipt.
That was over 10 days ago. Nothing delivered. No contact.
Contacted seller, all 5 e-mail bounced and came back as undeliverable.
Contacted seller through eBay's "Ask seller a question" on auction page - no response.
Seller now has been left 8 negative feedback comments in the past 36 hours ALL for taking money and not getting in touch and delivering the goods >:(
Have filed a complaint through eBay for "Complaint about non-delivery or incorrect delivery of goods" and got an e-mail from eBay saying thanks for the complaint, they will investigate but can't let me know the outcome of it..... hang on, I am the victim here >:( ???
Tried to claim under their "Standard Purchase Protection Programme" and get told:
"The final winning bid was less than £15, therefore your claim was denied for this item."
******* hell's bells >:(
What do I do now anyone ? I stupidly paid them through PAYPAL with my SWITCH card, and not my credit card. Make any difference ? I have now put my primary payment card BACK to my credit card....
Too little to late ?
Please advise me ASAP.

Your claim for refund needed to go to Paypal not ebay..get it in quick as the quicker you start a chargeback the more likely you are that paypal can get the money back for you.
Log into your paypal account and click on the tab at the top that says 'resolution centre' and just go from there. If necessary call paypal today, their number is floating around on one of the other threads on here or is readily available on their web page.
Don't bother going through ebay for a refund, always go straight to paypal.

I've just checked out the guys feedback, when you bid didn't you see the run of negs (15 of them!) in April for non delivery, that should have flagged up a warning for you. He also had lots and lots of neutrals for shoddy goods and non delivery throughout his trading time, all well before this current run of problems. You were risking a lot dealing with a guy like this.
Apart from starting a chargeback through paypal I don't think there is anything else you can do. You could try getting his contact details and giving him a call and if for any reason his contact details are wrong that should at least get his account pulled by ebay.

As pointed out by Soolin, shed loads of negatives, looks like a very dodgy EBayer to me. I would not have even bid on the auction in the first place.

Have filed a complaint through Paypal UK's 'resolution centre' and received an e-mail back saying the seller has until 19th December to respond, if not, they'll take it further etc etc.
Worrying thing is, nothing shows up as a deduction on my PAYPAL account but when I just checked my bank account online there is a £7.50 deduction listed as:
PAYPAL LTD. San Jose
Which after a bit of googling I found is there US headquarters
1. They can't take money off me without my permission,
2. What is this £7.50 deduction for ?
The transaction I am disputing (and still not received my goods for) is for £7.99 UK.
What can I do ?
Please help.....

Depending on how you set your account up the payment from your bank account could be for the item in question. What usually happens is that when you make a payment via paypal the balance on your account is used first , if there is insufficient in your paypal account then the deduction is automatically made to your registered bank account or credit/debit card.
This isn't a con nor is it unexpected. It was there in all the explanations when you sign up for paypal and before any paypal payment is made it makes it very clear on the page before you click 'confirm' where the money is being taken from.
If however you are saying that you had a cash balance on your paypal account yet the payment was taken from the registered bank account then I can't explain it unless you set the account up that way.
Your bank won't be interested as the payment from the account is not unauthorised, you had to tick sveral boxes when you signed up for paypal making it clear you understood how it worked.

I don't have any balance in my PAYPAL account and haven't for ages in case anyone hacked me and took my balance.

If you didn't have a balance in your paypal account then paypal will withdraw enough funds (on the same day) to pay for your auction win. That's how it works.
The paypal deduction from your bank account won't go into your paypal account and then out again, it all happens instantaneously (hmm, spelling!) so although you have paid for an item via paypal the money was taken by paypal from your bank account to fund the paypal payment.
As you had a nil balance on your paypal account there was no other way at all for you to have made payment for your auction win as of course you can't have a negative' balance on your paypal account.
It is still therefore a paypal matter as you have used paypal to pay for the item using a mandate that you set up. The seller has started shipping items again if you look at his feedback so you might get lucky in that paypal will be able to grab some of the more recent money in the paypal account to repay you.

All my goods are paid for with either my VISA card or on my banks SWITCH debit card.
There is an entry on my recent statement showing as SWITCH payment to the seller for this game @ £7.99
All payments show as PAYPAL BOI, Europe then the sellers iD/name.....0 -
