Asked to add name to Water Bill - Student Query

Hi there, just wanted some advice really. I have just moved into a student house with 3 other people, for a couple of months for the rest of the academic year. They have asked me to put my name on the water bill, as apparently they are all on one and want to put me on this one. Sound fair enough, but I mentioned I was happy to do this as long as the bill was clear before my name would be put on, ( i have only moved in for a week - am happy to pay for the week worth of water, and there was another girl before me who owes them some money for this bill) . They sounded a bit annoyed of the fact I asked for the bill to be clear and paid for before i started with my name on it. Should they have been annoyed, or am I okay to ask that the bill be cleared before I assigned my name to it ? Sorry am just a bit confused, as have not had my name on a bill before ( pathetic i know!)

You pay water bills in advance.

i.e If you are unmetered, you will get a bill in April 2009 for the next 12 months, with 6 months to be paid immediately and the next 6 months in OCt.
