Water bill + CCJ legal costs

I have been working out of the UK since 17/11/2008 and had to stay on abroad longer than expected. My water company does not have paperless billing and no-one has access to property so e-mailed them for status on water account. They e-mailed me back advising I had just had CCJ served against me for non payment of £180 and have to pay full amount within 28 days. Asked for copy of bill by fax which showed reading was taken on day I left UK and water cost was £63. Confirmed by e-mail I had arranged internet bank payment for the £63 however, water company is insisting on full amount including legal costs or judgement stands. I have explained I did not receive any bill, reminder, notice of court action etc as I am abroad however,they are more or less saying , not their problem.
Are they acting reasonably in these circumstances? and do I any right of appeal for legal costs?
