EDF price "reduction"

In his latest Money Saving Tips E-mails, Martin says: "EDF: It'll cut elec. bills (not gas) by an average 8.8% but ONLY for those in London, South East, South West, Wales & Scotland"
How can they justify only reducing bills for some of their customers, it doesn't seem to make sense. As a customer in the East Midlands, is it worth my while complaining at the discrimination?
