Cheapest BB.. and is it possible without a phone line?

Hi, quick question for you good folks.
My brother wants Broadband at home and has asked me to find out how much it would be to get connected and per month etc.
He currently has Sky TV and pays £20 per month so should he go with them for the BB? Anyone know how much this is and do you have to have a BT phone line?
He does have a BT in the property but its not connected ATM, would BT charge to put this on?
I also have heard a little about mobile BB where you just pay monthly and no line rental to pat to BT, any have thoughts on this?
He is just using it for browsing really (dragging his backside into the 21st century) and not bothered about the high speed etc so what do you think would be his cheapest option?
He is not in a cable area so Virgin out of the question.

Probably the cheapest option would be mobile broadband with either a 3g
mobile or 'dongle' that you just plug into your pc or mac
You can get connected on a contract ( cheaper ) or Pay as you go0 -
I'd be careful about recommending mobile broadband. Take a look at

(or check mobile providers like vodafone, o2, etc)
There might be a setup fee, monthly costs, low usage limits and high £/gb costs. Just doing things like updating antivirus, letting windows update itself etc can eat a large amount of that limit.
I'd still go down the BT line (reconnection costs may be cheap, but I don't know for sure) and get normal ADSL broadband - If he's in an area that has a LLU (local loop unbundled exchange....
Check http://www.samknows.com/broadband/llu-league.php, the companies that have a green tick on his exchange next to LLU operator presence (if any) should be the cheapest.
...it might work out to only around £15-20pm (with BT line and ISP costs)0 -
If you have sky internet you can get the phone line rental through them too, without having to pay BT. I don't know if they'd charge you for connection though, but how much can it cost them to flick a button, seeing as though the line is already physically in place?0

** CORRECTION ** - Sorry, just read your last line about not being in a Cabled area, but i'd already posted !! (I've left it as others might be intrested !!)
If you're in a Virgin Media cabled area - you might want to consider this. You can check coverage at www.virginmedia.co.uk
My Dad takes the 2MB service from them (no phone) and pays £9 per month (direct debit), he's very happy with it. I've the 10MB, TV and Phone - no prolems and pay £30 per month....
Connection charges with Virgin can vary, frequently there are free install deals, I'd suggest checking their website / calling them ....

Thats all very well but what if its been disconnected between the exchange and the op,s brothers home.
Sky can reconnect a non working BT line.They will quote a price when you order it.
