O2 contract?

hello there! I am sorry if it sounds like a stupid question. I looked through the posts but I couldn't find the answer for my exact situation. I am a bit confused, to say the least! 
Basically, my phone is coming up for renewal. I am currently with "three" but I decided definitely not to go with them (coverage problems, etc). What I want to do is to take another contract with 02, because they include 0870 numbers in free minutes and that's what I need for calling friends and family abroad. It's also nice to have x network, not just off peak. Ideally, I'd be looking at 200+ inclusive minutes per month.
Can you please advise if there is a deal going currently to minimise my monthly contract fee? From O2, it looks like they want £25 per month for this type of service. Is there a cash back/ redemption offer around I can take advantage of? When I looked I was just confused by various T&C and also some shops not being reliable and not paying cashback. I don't mind what phone it is as long as it is new and fairly modern, with camera...

Getting a phone from either One Stop Phone Shop, e2save or car phone ware house. All three are owned by CPW and cash back is not a problem. Depending on whether you want the latest phone or not.. you will get anything from 12 month to 6 month free line rental. I picked up a 6111 at 8 months free.0
