offer what you are happy to pay less £20k. if they say no then walk away for a week or two, then edge up by 5k and see what the respnse is. The sellers solicitor will come bak and suggest a price if they are keen to sell.
There are many people on the market where people do not have to sell , but they have seen a property that they can buy at a good price and are testing the market.
Ignore offers over, thats only someone's opinion, and anyway what is Valuation ?
Valuation is what someone is prepared to pay. If a Surveyor says a house is worth £200k and no one will pay that then the Valuation is wrong.0 -

Estate agents are legally bound to pass on all offers to vendors, whatever their own opinion on them
Not quite. If the vendor stipulates they only want to be informed of offers above a certain £ value then the EA will not pass on 'silly' offers (unless the vendor is prepared to accept 'silly' offers). http://www.consumerdirect.gov.uk/before_you_buy/thinking_about/buying-home/selling-scotland
2nd point is if you're not directing a solicitor to put an offer in on your behalf, the EA may decide that you're not a genuine player (and hopefully tell you this)0
