The police/system would not prosecute someone for dangerous driving on the word of another motorist. Especially not if that persons own conduct was in question.
Either there are witnesses or the person is well connected - unlikely.
It seems far more likely this is just yet another HGV driver who bullies there way about the roads and puts people at risk to deliver their loads 30 seconds earlier.
Also if the other driver was speeding, being dangerous and on a phone would they really even risk reporting it. sounds like excuse making

At the moment, that's irrelevant. The OP needs to deal with the papers they've received.
However, they've not helped themselves by failing to follow any of the advice given.0 -
Just an update. This went all the way to Crown Court and was thrown out today. The police prosecution said the driver didnt want to give evidence, but the police prosecution before telling our barrister that asked if my Husband would consider taking a lesser plea, eg careless driving and she said no. Police prosecution then said that driver wasnt prepared for it to go further. Our barrister wanted drivers mobile phone records and driving records etc. Still had to go into court and enter not guilty plea. Judge un impressed, said this case was one persons word against another and shouldnt have come this far, so all over with and we got expenses.0

How did that ever get to court?! That would of cost tax payers thousands......0

All sounds a bit crazy, and we still don't know who the Clio driver was or what evidence they were basing the claims on. You would think the police would have dropped the case long ago.
By the sounds of it, the Clio driver didn't like the HGV driver putting on full beam so tried to 'teach him a lesson', and then was rather put out when he just overtook..
There are lots of drivers out there who seem to think that all overtaking is somehow dangerous driving. I've had lights flashed at me, fists waved and '!!!!!!' signs done to me, all because I overtook a car on a clear and straight stretch of road!0
