Tax disc number is of no importance and does not need to be on a PCN. The issue/service time of the PCN would be following any observation time. I've never heard of a 10 min grace period for P&D expiry situations. There is no legal requirement for any grace period but some councils do so as to be seen as acting reasonably. The usual limit is 5 minutes max.

There is no legal requirement to include any observation times on the PCN. You will need to see the CEO's written log book entry to determine exactly what period, if any, of observation was undertaken. You may find none was recorded and if BCC do have a policy of a grace period and it was not honoured you may have something to argue about. On the other hand you may find they gave you as much as 10 minutes grace.

I still believe the most promising route to getting it cancelled is to find errors with their paperwork and refer you to my earlier post about clock times. I've yet to hear of a PCN being cancelled where someone is 10 minutes late without strong mitigating circumstances such as a medical reason.
