Cheapest non-cashback line rental deals and mobile phone websites

Anybody know of any? Preferably for Orange - I am not a heavy user, about 100 texts a month and hardly any minutes.

Also, what would people recommend as the best websites to purchase mobiles - I only know carphone warehouse, the link and phones4u!
