Vodafone PAC code problem

My wife and I have recently requested our PAC codes so that we can leave Vodafone and go onto a '12 month contract with 12 month free line rental deal'. After waiting for a week, neither of us have received the codes by post as promised, and so phoned this evening to get the code over the phone. Vodafone are saying that they have got no record of either of us requesting our PAC codes, and implied that we had never requested them. It will now be another 48 hours before they can release the PAC codes which is a pain as we were going to sort out our new deals over the weekend. Has anyone else had similar problems with Vodafone? Is this not just a ploy to make you pay them for a little bit longer?!

Incidently, for anyone wanting a better deal from Vodafone, requesting your PAC code seems to be the best way to go about it. When I phoned them a few weeks ago to ask them for a better deal they refused point blank and said that their minimum line rental is £15. Since I requested a PAC code Vodafone have phoned me three times and offered me 75 Xnet anytime mins and 100 texts a month for just £8 a month (average over the year)! I nearly went for this but it didn't include a free phone.
