    Bonnie are you with a Housing Association or renting privately?
    If HA then you need to check your tennants handbook regarding repairs, write to head office & threaten them with local press.
    If private you need to check agreement that you signed & get back in touch with him/her, tell them you are paying rent in good faith & they are not keeping the property in liveable condition. A chat to the local paper might help as well. Go back to CAB and tell them that nothing has been done, you need them to deal with it NOW.
    Go to the GP. I know MIL is nurse, but is she paediatric nurse?, GP is best in this situation. While there explain about heating & ask them (nicely) if they can write a letter to LL explaining the effect of no heat on a 16week old baby when its -2 outside.
    Are you on gas or electricity? If you have a gas oven put it on & open the door, keep all the doors open so the heat can circulate. You can do this with a leccy oven too, doesn't always work so well though! BE CAREFUL of the oven. Beg steal or borrow some plug in heaters & live in as few rooms as possible, even if it means moving into the living room for a bit. Drink warm drinks and just monitor your beautiful baby. If things get too cold, move into you MIL's place till it's sorted.

    Contact your landlord and keep pushing - they HAVE to do the repair to make the house habitable. Don't do anything drastic like withholding rent in case you're putting yourself at risk that way.
    If you're with a housing association or council I guess you could try going to the press as a last-gasp attempt to force their hand to make them pull their finger out - seen someone do that recently on the local news and surprisingly the repair was done the same day!
