Going from Virgin TV/Phone/BB to Sky TV and Talktalk BB/Phone. Need BT line first :(

Wonder if there is any way through the situation my in-laws are currently in.
They have Virgin cable phoneline, television and internet at the moment but would like to swap to Sky TV, and Talktalk phone and broadband. The problem we have is that to take out Sky or Talktalk you have to have a BT phoneline - which may cost £122.33 if there is no BT line still at the property (we are hoping there is, but they are aware of this cost if not)... but the problem is that they are asking for a minimum 12 month line rental at £11 (approx) per month.
Is there any way around this, do they definitely charge you if you cancel after a short time?
I wonder if downgrading cable to just the broadband would be an option or if you have to pay for the phone part of it as well? That way, they could go ahead with Sky TV now, and just put up with BT for the first year.
Any help with my ramblings would be appreciated!!

Talk Talk only provide new phone lines for moving customers.
Sky will connect a phone line for free for a new customer.
"Sky Talk Line Rental is exclusively available to Sky TV customers with a Sky Talk package and a BT compatible line. New Sky customers who don't currently have a BT compatible linemay be able to get one installed through Sky. Please call 08442 411 076 for details.
The cost of installing a new line is free for new customers but if customers miss their agreed appointment date and need to arrange for a second installation then the customer may be charged £105."

Just an update: phoned Sky today enquiring about the option jhb mentioned and it looks to be perfect for my in-laws. The downside is that we can only get Sky Broadband Connect at that address, but even with that included it is still an excellent offer. In-laws coming round this afternoon to book it all.

i have sky tv an a virgin phone line, i had the tv first as i refused a phone with them, i stated that they couldnt force me to take a product i didnt want! i just cant use some of the interactive features a year later i moved took sky with me then got a virgin phone0
