Ok I think this has laboured the point that exchange companies charge as cash withdrawal and one SHOULD read the T&C's before making that purchase.
NO. The CARD ISSUERS always deal with foreign currency purchases as cash advances, because that is what they are. Exceptions are listed in my post above.

thanks to everyone for the info I think it is usefull to all who may read this thread. After chatting to several people in my office not one was aware that this is standard practise of travel exchanges so highlighting this to all is a great way to help them potnetially save a little money.0

I have bought currency with ICE, and I was very impressed. I was charged a fee for usuing my Barclays Connect card, but I thought the site clearly explained that I would be - I had read the details and was aware of this before purchasing0

highlighting? at least once a month on this site someone says "beware" it's the companies fault, and it has nothing to do with the company, it is your CC provider!!!
and it is standard practice of a credit card company, not of a travel exchange, (bureau de change actually).
I can go on ICE, and pay with my Nationwide Current Account card, and won't get charged for a cash advance etc... so it's nothing to do with ICE

Does anyone know if the Nationwide Flex account card (the one thats good to use abroad) can be used without a fee with ICE?
I've read the Nationwide terms and conditions and I can't find reference to it anywhere0 -

I could do, but ICE on the internet offer a better rate. I compared it last time, and even with paying £5 to use my Barclays connect card it was still cheaper than going into a bank or bureau de change

This information is available on the Travel Money Maximiser on this site. At the top of the results page, look for a link that looks like this:

This will tell you that the Nationwide debit card does NOT charge a fee.
However, why bother using the Nationwide card to get currency in the UK? It's much cheaper to get currency from a foreign ATM using the Nationwide card.Let's settle this like gentlemen: armed with heavy sticks

It can be used without a fee at ICE as it is not a credit card its a debit card so you arent getting a cash advance its coming from the money in your account or overdraft. A nationwide Credit card is another matter
I used them with my Nationwide Visa Debit many a time no problems.0
