double yellows- pavement?

cheers for the advice, hope this works....
first image should be the pcn front and a ticket i bought to show willing
second image should be reverse of pcn
third image should be where i parked from rear (for the plenty of room on pavement shot)
fourth image should be where i parked from front.
issuing council is leeds city, area outside casualty at leeds general infirmary. reason i parked where i did was
a) i would'nt fit in the multi storey car park,
b) there was no available space round the entire hospital (3/4 hour looking)
c) i had my 11 month old son with me
d) the other half was in casualty after collapsing at work and at the time i had no information on her situation.

If you required the van for loading or unloading or easy access to tools or equipment you may qualify for an exemption within the TRO that permits parking on double yellow lines. If Leeds turn around and say "but you were not parked on a double yellow line" then you can say in that case the CEO has put the wrong contravention code.
I also suggest you get a copy of the CEO's log book page with the entry for your vehicle. Often CEO's record insufficient notes or make errors such as wrong time, wrong vrm, wrong location etc.0 -

I saw the van and thought you may have been parked for loading work things and then I read your reason.
If that was the closest you could reasonably park your van then you do have a chance of succeeding on the loading exemption. TRO's (Traffic Regulation Order) are the legal documents that detail restrictions and parking places.
If your wife had a stay in hospital then no doubt there was a fair bit of heavy luggage and if the child was unable to walk or asleep and had to be carried that is another factor to consider.
The onus is on you to convince on the balance of probabilities that you were indeed loading. You will need to prove that that you could not gain entry to the car park, and that there was a load and that the time taken was reasonable to the task.
I advise a supporting letter from your wife, evidence that she was discharged that day, perhaps a letter from a nurse or ward clerk confirming this and that there was a fair bit of luggage.
The council will have to provide counter active evidence that no loading was witnessed. Your PCN does not reveal if any observation time was given by the CEO to establish this (unless I missed it). Therefore, it is important the log book is viewed to see if obs times were noted. If not then it's almost impossible for the council to argue thaat you were not loading.
The log book copy can be obtained from the parking office...when you phone to request a copy make sure you note the time and the full name of the person you spoke to and ask them to log the call on the system.0 -

obs or not, there was the pushchair and assorted paraphernailia that comes with it, plus the missus. he was also presant when i returned to the van (even to shouting hold the ticket as i ran across the middle of the roundabout with the pushchair).
at less than 10 mins from me getting the ticket from the machine to him printing the pcn he cant have been far away, tho i didnt see him (otherwise i'd have asked him)
i will put together what evidence i can and see where it goes.

Just re-reading i see another possibility.
You say when you returned your wife was with you? So you collected her from A&E?
If that is the case then as well as the possibility of loading the alternative is 'boarding/alighting'. You are often exempt from 01 restrictions for that.
'Assisted' boarding/alighting would be allowed. Normally you can only either board or alight but in your particular circumstances i would say that both legitimately apply. You simply had no choice and must have done very well not to just leave the van in the middle of the road actually!
Whether or not this exemption applies will be in the TRO that 'Bogs' referred to. these are normally best viewed personally at Council offices BUT - just a suggestion as you don't want to have to waste time - just include a request for it in your informal challenge.
So conclusion is - >>>> i suggest you say to the Council that you were exempt on either a loading situation or a boarding/alighting situation and let them decide which. If one or other of the exemptions is excluded by the TRO then they will soon tell you (but still check it!).
