double yellows- pavement?

hi all.
ive been stung for the £35 pcn for the 01 code parked in a restricted street during prescribed hours.
particulars of my case are that my motor was on the pavement, all 4 wheels being at the other side of the double yellow. (with plenty of pedestrian access past)
the clarification i'm after is- how far at the other side of double yellows does the regulation apply? (i was always under the impression you had to be roadside, or straddling them)
as a side note, reading a few of these forums, can a CEO issue a fine for parking on double yellows, or is that restricted to traffic wardens?

Double yellow line restrictions extend across the width of the highway
Highway is defined as a way over which all members of the public have the right to pass and re-pass without hindrance.
so it does not matter what side of them you parked.
CEO's are legally able to enforce the restriction in an area that is regulated by civil parking enforcement under the TMA 2004.

Think that only applies to commercial vehicles?
The "partnership" here threw this back at a pal after he complained about camera vans parking on pavements:There is a section which prohibits HGVS from parking on verges Section 19 - Prohibition of Parking of HGVS on Verges, Central Reservations & Footways (1) Subject to subsection (2) below, a person who parks a heavy commercial vehicle wholly or partly - on the verge of a road... is guilty of an offence. The definition of a Heavy Commercial Vehicle is any goods vehicle which has an operating weight exceeding 7.5 tonnes.

digressing slightly, apparently i am not allowed to post attachments. simple guide to uploading my PCN and paid for ticket would be appreciated! (even tho i was on the pavement with double yellows present....)
