Yeah - plus when voluntary redundancy is offered it's inevitably the smartest, most motivated people who are likely to take it as they can go get another job and pocket the cash.
The deadwood will cling on to their positions at all cost because they know they can't cut it anywhere else.
I've seen a situation with vol redundancy where too many people put in for it. They therefore cut the people they wanted to get rid of anyway, while the intelligent, good ones who stayed were berated for their lack of commitment to the company. Depends on the type of absence. A lot of monday mornings off sick and calling in sick after being on leave are all too common. Tbh I've found that a lot of odd-days sick are often linked to poor performance as opposed to illness.
