Happy to say my photo's seem to comply with all the regs.
I'm actually using them for USA visas and the photo's also comply with all their regs.
The site I used (and passed on) gives you the option to select UK or USA etc size prior to saving/printing.
If you print your mug shots yourself from the web site link I gave, they are free.

i recently paid my £3.50 x 2 to renew my childrens passports using a photo booth in a main branch post office,the picture it developed was grainy, pale and vague in colours, focus and clarity of the picture was poor up to todays stardards...maybe it was due to the flash or the colour dyes running out of the booth...even so they were accepted by the passport office with no problems....i was so dreading not to have to keep feeding the machine in case i couldnt get my 10 month to look in the lens! luckily i manage to a good shot on the first go!0

If they are displaying the new rules then yes. These also have an oval on the screen which you head must fill but not go outside. This is useful if you getting a childs photo as they need to sit closer.IT Consultant in the utilities industry specialising in the retail electricity market.

If any of you are wary of uploading your photo to a website or need to create passport photos regularly; this bit of software allows you to create standard or custom photos.

You can judge it yourself as there is a free trial version available on the site, which is not time limited. However, it puts a watermark - which is absent on the full version costing US$10.0 -

I quote from UK passport compliance requirements:-
"printed on plain white photo quality paper (not watermarked or embossed)"
Therefore to be compliant with the regulation requirements would cost $10. which is more than the £3.50 photo booth charge.
We have now drifted away from my OP of free passport photo's which comply with all requirements.
All peeps (except Mr_fishbulb) seem to want to do is offer other alternatives which are not free instead of just accepting my original link to Free compliant passport photo's either UK or USA.
