Very slow laptop (only256M RAM).

I've just had a look at my mother's laptop and it's running very, very slowly. I'm talking about 10-20s for a file explorer window to open.
It's a Dell Inspiron 2200. It's only got 256M of RAM which I assume is far too small for Windows XP.
The processor itself is barely running at 10%.
My other thought was a virus, but it's scanned regularly.

Underneath the laptop. Usually one screw to take out and a plastic flap to remove:idea:0 -
