This is part of a set! You are missing at least one other bowl that fits on the base and holds the water. I bought a set like this about 2 years ago from poundland.

Instead of putting one on top of the other, you put one inside the other. That is the one without the holes on the bottom, with water in it, and the one with the holes on top but facing the same way.

guess what mse peeps i went to poundlanfd 2day aand you was right i was missing a bowl thing to it so i pretty sure its a steamer so im gonna buy cheeper rice and try to cook it im the micowave, if i can work out how to use it , do you think i put water in the bottom, add the holey bit, and stick rice on the top and put lid on? what a bargin tho, good job i dint have to pay for all your help tho thanks everyone
