Ok, stumped even more, but the only thing I can think of it that you reheat food in the bowl without holes, and the other half stops it splattering but lets the steam out. Sorry - not a definite answer but my best guess!
Then again the holey part has 'stands/legs' which makes it look like that bit goes downwards! Maybe a multi-use - a collander and as above!0 -

I think its a steaming plate. My Mum had one made of metal years ago. You use it for steaming fish and the like. You put the plate with the holes on on the top of a pan with boiling water in it and then over it with the top and steam your fish or whatever.Jane

Instead of putting one on top of the other, you put one inside the other. That is the one without the holes on the bottom, with water in it, and the one with the holes on top but facing the same way.
If it is you got a bargain!
