case-paypal found in my favour but seller has no money for refund!

Hi I bought an item of eBay in December but it never materialised. emailed the seller with no response so gave up and put in a claim with paypal for non-receipt of goods. seller failed to respond within 10 days so case was found in my favour. Fantastic, or so I thought. Apparently I won't be receiving a refund as seller has insufficient funds in their account and paypal are 'working with seller to recover payment'. 
does this mean i'm just waving goodbye to my payment forever. Has anyone been through this who could advice as to how this will play out?

I would have thought paypal would refund you then they will get the money off the seller0

having been through this - they only refund what is in the balance of the account
paypal will never leave themselves in debit
however if you paid by credit card then do a chargeback (its free) from them for the money - paypal will grumble and complain buts wont actually do anything to your acount
we had this with a purchase we made for £100 from america, the guy just upped and left a lot of people out of pocket and was reported to the fbi and cia and nadda - paypal couldnt refund as he had nothing in his account, so off to my credit we went and got it all back in FULL = paypal grumbled but toughSee the stars they’re shining brightEverything’s alright tonight0 -

Happened to me recently with Paypal as i won a case then got an email saying there was no funds in the account but a couple of days later I got an email to say funds had been claimed so the seller must have had some money after all.
My item was only for £3.50 so I was not overly concerned but it is the principle of the matter at the end of the day0
