It might be a bit hard pressed as the legal age in Amsterdam is 16 for beer but 18 for the coffee shops and 'hard' drink. ID is needed some of the time in the Coffee shops and so on but dont be fooled into thinking that they are really relaxed.
Most insurance dont cover a party of under 18's if there isn't an 'adult' (18+) in the group.:j Draco dormiens nunquam titillandus :j0 -
I'm sure I was 17 when I went to Amsterdam. Try booking flights and hotels separately - we went with jet2 (https://www.jet2.com) and booked the hotel via Hotels.NL (https://www.hotels.nl). Its dead easy to get from the airport to the city centre, just go to the train station (signed) and it brings you right to Centraal Station. If you're in East Yorkshire/North Humberside it might be worth getting a boat from Hull. Try using Martin's flightchecker.
We didn't take out insurance (naughty) but I have always found the travel insurance from MoneySupermarket to be very competitive (2 weeks in Greece last year with the girlfriend cost us £8 each ish).
Not all the coffee shops ask for ID
Hope to help

If you do go make sure that you have a letter of authority from your folks/gaurdian with a contact number, being under 18 you will need this.0
