Just flicked through computer magazine and found Savastore has Belkin 54g Wireless Desktop PCI card for £19.98 inc vat. It says it works with Windows 98 and 98SE. Seems a reasonable price to pay, although it's not a pre-N one. But then again, it's mainly gonna be used for internet access, so it's way faster than the broadband connection.0

I used one of those on Win98SE so it works with that OS. Didn't try it on WIn98 coz I had already upgraded to SE by then. Signal strength from the Belkin 54g card was pretty feeble though so it went back and I used a Dlink 54g card instead.
The Dlink cards definitely need WIn98SE. When I was on Win98, I bought a Dlink 11b wireless card which was advertised as WIn98. It didn't work and Dlink support said it needed win98SE minimum.0
