Neighbour has complained about my tenants!

I live in a 3 storey block of flats, on the 1st floor.
I own mine and have carpet fitted throughout, but the person above is a private tenant and had laminate flooring fitted from new.
These flats were built new in 2004, which is when myself and the other owners purchased.
Now, the tenant above stamps around almost 24/7 with shoes on, TV playing, washing the dishes, hoovering etc etc.
We can hear coughing and sneezing too.
Now, we've been awoken by the noise between 12 midnight - 5/6am almost 2-3 times a week.
We normally retaliate by banging the ceiling during the middle of the night when we are awoken.
We honestly feel our health has been affected due to lack of sleep and stress.
We've spoken to the tenant, with no luck as it normally ends in a heated argument.
Where do we stand?
From a very tired, weak and defeated member...
If you hear coughing and sneezing then there is definitely a problem with sound proofing between the flats.
If however you can hear TVs or music playing at night after 11pm and before 7am (the times are not strict) then you should contact both the environment health of your local council in writing and the freeholder of the property.
To get the best help from environmental health it would help if you started to keep a diary listing the date, time and type of noise disturbance before you contact them. Then copy this information into the letter or email you send them.
Some people have issues with environmental health fobbing them off however if you send them a letter or an email they have to reply to you within 10 working days.I'm not cynical I'm realistic

I'm not entirely sure. I do recall the woman on the phone being barely able to hear my complaint because of the volume of the music though (so it would have been daytime too), which I think convinced her to offer support!For everything else, there's MSE :T0 -
