Share Buying,brokers & DRIP

I like to buy shares now and again and also like to have new shares instead of dividends. The broker I use at the moment doesn't allow this - maybe none of them do. After thinking about it I realised that to be able to have new shares I would need to have certificates and the buying of the shares would therefore be more expensive. Is this assumption correct? If so, which broker is the cheapest for buying shares outside the nominee system?
