Vodafone advice pls

Hi I am wondering if anyone can help. My contract with Vodafone was up in December and I had decided to cancel. I phoned up and the adviser offered me a good offer and a new phone - so I took it on. My first bill was as expected. My second bill which I got on Friday was wrong - it was a £10 tariff and they charged £20+. I called on Friday and after 35 mins was told the operator who gave me the offer had not written it down :mad: I would have thought that not giving me the offer was breaking the verbal contract but not sure how to proceed with this. They were going to get back to me in 48hours but haven't bothered.
Any advice would be appreciated.
