Don't pay, it's not a fine.
Don't appeal, there's no point, it's a scam already outed on Watchdog and on forums.
Ignore the whole thing and do some more reading of other threads, such as the ones showing the letters you wil receive and the Watchdog programme clips on PPC tickets:

Do not pay them. Ignore all correspondence.
And if future, please do not drive if feeling sick and dizzy, or a parking ticket might be the least of your worries!0
