Rubbish, they are not banned at all, however you are supposed to use them in a ventilated room due to the combustion process as moisture and condensation is a by product from the burning of the gas.

There are no fumes though however you should leave maybe a window on the catch and the door to the room open.

    Question is:

WHy is your central heating not working properly? I would be looking at that? Is the radiators all bled etc?

If it is a new one then it shouldn't be dangerous. Like richardc1983 mentioned, the main issue is condensation and moisture. The other issue is burning all the oxygen the room, though new heaters should be fitted with an oxygen depletion system (ODS) which shuts off the portable heater when oxygen levels begin to drop and consequently carbon monoxide levels begin to rise.
If you smell any gas or fumes then switch it off and get it checked out by the supplier.

If you are still unsure you could also get it tested with a carbon monoxide test kit, whoever supplies the gas bottle should be able to do that for you. You can also get a carbon monoxide alarm
