On the bare bones of what you have so far then it seems clear the Council are unlikely to back down. If signage was just 7m away then you need to ascertain what photo evidence they have. They are already claiming proof of works being carried out.
You might eventually be able to persuade an Adjudicator that as you are in possession of the P&D ticket then the machine was not covered. Not sure it has to be with signage present - other than common sense point of view.
A bit thin at the moment.0
