How to fight Spam

I have a suggestion regarding the increased number of people that post spam on this website. I think the best solution is not to allow new joiners to post new threads until they have posted more than 10 replies in other posts/topics, or not allow them to post new topics for the first 10 days of joining money saving. And I was wondering, does MSE block the ip addresses of people that post spam?
Where is the pub?

There is an option on V Bulletin forums to IP track and Ban but if it isnt a static IP that is an impossible task.... I see what you mean though.
I use this.

I am always suspicious of new users whose first post is a link, because sadly many of them are spam.
So yes I agree that it would deteer some low lifes spamming the forums, although its easy make 10 posts which a few words and then spam.
Theres a lot of posts that are regular spam but the filter isnt blocking them.
Theres a pond life on freebiews now spamming to there hearts content with the user crap0 -
Just to clarify a few points.
We've considered the minimum post thing before, but our main reason is that it may well just encoruage spammers, as Poppycat alludes to, to increase the amount of spam they post to then be able to spam us with new threads. The time delay idea also potentially alienates newcomers to the site who have seen martin and are eager to ask a question. If we stop them not being able to start a thread for X days, they may leave and not bother returning.
At present, all that is needed is a simple "Post reported, please do not post or report further" message in plain text. We don't really need anything more
To answer the final point, we do have tools at our disposal to fight spammers
