Electric boiler not checked for 18+ months, is this breaking the law?

Without knowing whether the neighbours heater is the same type and age and was also checked 18 months ago, it's impossible to know whether the OP's heater should be checked. If it's making funny noises, making the water too hot or anything out of the ordinary it's probably best to report it as a possible fault.

There's nothing wrong with being worried - there was a death caused by a themostat malfunction on a water heater not that long ago and landlords were urged to check them.

If the boiler is fine and working ok with no issues then the OP may be worrying for nothing.

if its fitted with an rcd its not going to kill you

you are not going to get electrocuted by an electric water tank unless your messing with it

and even if you are if its fitted with an rcd its not going to kill you

If its not fitted with an rcd then it might kill you.
